If it's still in business, that place would be Hooks Old Fashioned (not sure if that's the exact name, but that's what I grew up calling it)Ice Cream Shop. It's located inside the Indiana State Fairgrounds (38th & Fall Creek). They also have old fashioned or RETRO(LOL@the new politically correct name)candy, such as: Rock Candy, Saltwater Taffy, & Mary Janes. Great place! I haven't visitied in about two years, but it's well worth the wait to return. I had my first Cherry Coke (before the pre-bottled version)there as a kid. Very nostalgic. Hope you try it and like it.
It's kind of unfortunate but I think the days of ice cream shops are done. It seems that all that it left are the Maggie Moos and DQs but you have to drive to them and what fun is eating ice cream and looking at Keystone? I hope Hooks is still open because that place is/ was amazing!

I think they're still open during the State Fair, but I don't know if they still serve ice cream. you can get some great ice cream at the Dairy Barn at the State Fair, however.
Try the ice cream at Traders Point Creamery -- delicious; well worth the drive and you can see the cows (or take a self-guided tour for a buck). And Nicole at H20 Sushi makes amazing ice cream in unusual flavors (the avocado flavor is wonderful); she also sells at the Broad Ripple Farmers' Market in the summer. Ritter's Frozen Custard stands have tasty ice cream. Or try the Oberweis Ice Cream and Dairy store at 14641 US 31 North, in Carmel (see www.oberweisdairy.com). Or, a bit farther afield, my hometown favorite, The Cow Palace, 318 N. Harrison St. in Shelbyville.
My vote is for Handel's, there's one in Fishers and another in Carmel. Many choices of hard-serve ice cream and a few yogurts and sherberts. HUGE servings, very good prices, open year round.
Ritters is good, Cold Stone Creamery is great (Get a LOVE IT size), and I adore my Oberweis from home. Gotta try a chocolate malt with a swizzle cookie in it- Make it "for here" in a giant glass schooner and enjoy with a long spoon! Birthday tradition with my brother- splitting one!
I love the South Bend Chocolate Company located on the Circle at 20 N. Merdian. The place is fun and the service is wonderful. There is nothing better than going into a nice chilly shop to cool off during the hot summer days and ordering two scoops of ice cream and eating it on the circle enjoying the fountains.
