Honestly, anywhere could be cheap. It just depends on what you order. For the cheapest with quality, I would go with Yatz. After living in Broad Ripple for a few years and still a frequent visitor, I do know one thing. If you don't eat there that much, don't get frustrated at the service of any restaurants in Broad Ripple. 75% of the time, you're not going to get A+ or even B + service. It's too popular of a destination and many of the restaurants are understaffed and over sat. The good thing about Broad Ripple though is the fact that you won't find many chains.
I'm not talking about EVERY place in Broad Ripple, but if you've at any place down there more than a few times, you know what I mean.
Cheap eats in BR? Here are my thoughts, but with the always-true caveat: you get what you pay for.
The Gyro Closet. That's what I call it, I can't remember the real name. It has got to be the smallest restaurant in the city. It is right on the corner of BR Avenue and the alley that leads to the Alley Cat. They make a declicious gyro, just don't look around inside. You might start worrying that your immune system will be overwhelmed. In the summertime, they add the nice touch of outdoor dining - patio furniture set up literally in the alley. NICE!
Burritos As Big As Your Head. In this instance, that really is the name of the restaurant. Your food is made to order right in front of you, so at least you're not getting heat lamp specials. But the ingredients are not top shelf. What do you expect? You're looking for cheap eats!
Hot Box Pizza, or current pizzaria resident. It was a Noble Roman's back in the day, and has been a series of pizza joints since. It's pizza. Not the awesomeness provided by Bazbeaux or Union Jack, just pizza. I don't know if it is cheap or not, though, because I go to Bazbeaux or Union Jack when I want pizza. Post a review when you find out.
Super secret tip - The Alley Cat. I am old, so I may be behind the times on this suggestion, but back in the day the Alley Cat had a pretty damn fine hamburger and fries for cheap. Anybody know if this is still the case. Plus, they used to serve breakfast. You know you had a good night if you eat breakfast in the Alley freakin' Cat.
Those are my tips for BR proper. If you wish to venture south on College, I would also recommend Yats or the News Cafe.

Yats is my favorite! I like Side Wok Cafe too. Moe and Johnny's isn't too bad, depending on what you order. Mmmmm Bazbeaux. Dangit! Now I'm hungry!
