That would be one hearty "no." To me, there's an upper tier of Christmas films that includes "A Christmas Story," "National Lampoon's Christmas Vacation," and some of the classics like "It's a Wonderful Life" and "Miracle on 34th St," then a lower tier that includes something like this and "Elf" (though it is superior to this film, and may perhaps creep into that upper tier).

Then you have the bottom of the barrel-things like "Christmas with the Kranks" and "Surviving Christmas," and the really bad movies.
